I know BT customer service is shocking its like they have an India firewall to stop you getting through to people who can actually help you.
However 2 years ago I had a problem similar yours. I was over charged every month and every month I would ring to complain and was told it would be sorted by next months bill.
What you need to do and this is the only way to get through the firewall is to read on BT website the complaints procedure which involves escalating your issue to a "centre manager" you need to use that exact title.
Once you get to this person things do get sorted very quickly as that is the last step in the complaints procedure as it was 2 years ago before going to OFCOM or court.
Hope this help as I still feel the pain and that was 2 years ago
