Transferring Cash ISA's to S&S ISA's in 2008

If i've understood things correctly, HMG is going to allow you to transfer funds from previous years Cash ISA accounts to S&S ISA accounts (which would work out quite nicely for me !) from April 2008.
Have I got that right, and if so, does anyone know where I could find out a few more details, as I have to give a bit of notice of withdrawl/transfer on my Cash ISA accounts.

I'll just need to keep an eye out for when the scheme actually goes live so that I can give my Cash ISA provider the notice that they need to transfer some of my money across into S&S ISA's
