    I have only received one notice to owner and that is from the debt recovery company. As keeper it's the only information I've had.

    in that case quote the lack of the NTK as keeper but you should mention that the £140 is from debt collectors and you can only assume that the actual PCN should be £85 with a reduced charge for early payment, so is a breach of the BPA CoP (a complaint should have been lodged with the BPA about this if it didnt happen) , then mention that the subsequent debt collector charge breaches the BPA CoP

    you have lumped Minster in with the debt collector but you should be concentrating on breaches that give you a win at popla , which is why we are saying find a recent popla appeal that is suitable for an NTD case and adapt it

    I agree with DEE that your appeal above is too small, doesnt make the distinctions I referred to and doesnt include enough wording and appeal points as to look like what we consider a reasonable popla appeal

    to be frank, it looks like you spent 5 minutes on it and didnt consider what I have mentioned, or what dee has mentioned

    Who sent you the rejection letter?

    Please confirm they included the 10-digit POPLA code. If so, have you checked its validity and currency here:

    Sorry Redx, I truly value the help I am receiving with this. I have spent hours reading and re-reading different cases but admit I have struggled to pick out the points I need to raise. I find all of this quite daunting. It feels like each POPLA appeal I read I cannot use as it differs from the specifics of my case. I will keep working on it and thanks for your replies.

    The rejection has come from Parking Collection Services and does include a POPLA code. I have until next Wednesday for my appeal. I have checked that it is valid.

    Thanks for confirming that. Have you had the full 28 days provided for you prepare your appeal?

    You do need to get on with this as the POPLA deadline is absolutely rigid; miss it and you miss the one golden opportunity to stamp on this for good.

    ok, maybe adapt this one then , in notepad, then place on here for checking once more (redacted of course)

    PCS are a part of DRP and are the debt collector, so you received a windscreen ticket, no NTK and then a debt collector notice , these debt collectors always exceed the maximum £100 charge of the BPA CoP as they add fees on

    also bear in mind the appeal has to be lodged WITH POPLA by the due date, so ideally online with an email back from london councils

    this means you would have to be very quick if posting by snail mail , so online ticking 3 boxes of 4 (not the stolen box) , BEFORE WEDNESDAY

    bear in mind you have had over 5 weeks to prepare this popla appeal and that deadline date seems incorrect given you should have 28 days from it being issued

    PCS are not allowed to to try to claim more than the face 'value' of the original PCN so make sure that is an extra point among the usual points: 'no GPEOL' and 'no standing' and 'dodgy unclear signs' arguments, plus the fact there was 'no compliant NTK' ever sent out in time, so there is no keeper liability established under POFA 2012 Schedule 4.

    You will win at POPLA, so relax and this is the home straight now!

    I have had the full 28 days, their email rejection letter went into my junk email folder. Only realised this a few days ago.
