Flight delay no response from regulator

Hi - does anyone know how I can progress my flight delay claim? I am trying to claim compensation from Thomas Cook. The flight in question was from Rhodes in 2010. We were delayed for over 24 hours and when we finally got on the plane it flew to Gatwick airport and we were then bussed to Newcastle which took another 5 hours! Thomas Cook offered me £100 off my next holiday! I took the matter to the next step and I filled in the required forms and sent them to the Greek airline authority as the flight was from Rhodes. They acknowledged receipt. This was in October 2013. I have communicated by email with them. The last I heard from them was in February when they said they were still waiting for a reply from Thomas Cook. I have emailed them 3 times since and they just haven't responded. Has anyone else had any experience of this and if so, what do I do next?
