Dear Experts,
First time posting, and like many before me, I'm in need of some assistance.
Has anyone heard of the above PPC (BPA affiliated) - I am currently reading up on the process and would like to know whether to appeal straight to them (as the keeper) or am I safe to wait for the NTK. (per the newbie flowchart).
So my questions are:
Are the above PPC the type to go straight for Bailiff nonsense or will they actually send me an NTK? Should I appeal to them now, or wait for the NTK?
If I appeal now (which I'm aware will likely fail) - should I include any mitigating circumstances (which I read is largely pointless - especially with POPLA), and;
How can I do the above with mitigating circumstances and still maintain I'm just the registered keeper?
Needless to say, this invoice is not really fair - but i'll keep details to a minimum for now.
I've just re-read the newbie advice and tend to agree that adding mitigating drivel is a waste of time - so my real query is whether to fire off a letter now or wait for NTK - I'm half way through my 14 day '50% off' prompt payment discount and am out of the country for a week on Sat so don't want to miss a week's window...

no bailiffs can be involved unless you went to court , lost , and didnt pay the amount imposed by the judge within the time period allowed, triggering a CCJ
if and when you get a CCJ , it is in the enforcement part afterwards that a bailiff gets involved
none of these parking charge invoices are fair , which is why its just been on watchdog on bbc1
mitigation wont work at popla and rarely works with any private parking company, they just want your money
generally you wait for an NTK, then use the RK appeal , as long as its not a company car or hire car
there is no payment window as you should appeal and pay nothing , I would say wait for the NTK but somebody else may say different if this PPC uses debt collectors as the next stage, so wait any other replies too0 -

Thank you for your advice, this is largely what I meant, PPC jumping to debt collector mode. I was getting the terms 'Bailiff/Debt collector' confused...

A quick search shows they do send a NTK after about 6 weeks:

So wait for it to arrive then check the wording against paragraph 8 of schedule 4 of POFA 2012 to see if it's compliant (for example does it 'identify the creditor'?). And then appeal using the NEWBIES template.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I did try searching (honest) but only found an old thread relating to CPEA.
So I'll wait a few more weeks and go down the appeals path.

Must admit my search involved Googling the name of the PPC and 'Notice to Keeper' as keywords then finding all the MSE results, then clicking on some recent 2014 ones & arriving 'backwards' back at this forum so to speak! Searching this forum for words like 'Parking Enforcement' wouldn't have been great so totally understand you couldn't find anything!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well it's been 3 weeks since the incident of the parking fine/invoice and I have received nothing through the door?
Should I be concerned?

Haha! I did as it happens but I've slept (and drank) a bit since then.
I must've be getting mixed up between the 14 day 'prompt payment' period and the 28-56 day letter period.

Hi all,
I also have a PCN from County enforcement agency. I have ignored a PCN before in a shopping centre. This time however i have a lease vehicle through Network and they have sent me a letter about it saying they will pay it then pass the charge to me.
What can I do as the usual ignore policy wouldn't apply surely?0 -

Ignoring is no longer the "usual" policy and has not been for a long time now.
