Excel Parking - Chorlton !!! Hardy - Help/Advice Needed Pls

i know the car park well,i grew up in chorlton(its commonly known as chorlton precinct car park),the local shop keepers are up in arms about,,lets call them,,,our friends excel parking,,who continue to fleece mororists at each and every opportunity, shopkeepers claim there takings are down at least 30% since excel took over the former FREE car park,again the attendants hide then do their business,they do have an anpr camera in situ,many folk use this as a cut through from,,wilbraham road to nicolas road,,its about a 100 yard cut through,,so what are friends do,especially to workers in chorlton who cut through,,is send a pcn for entering say at,,8.30am and on finishing work at 5pm,,,claim they left at 5.15pm without paying ??,,,nice little earner ,,i actually wonder how many people pay up,,the local mp is aware,but does not do anything about this,,nipping into quality save can cost you if certain people are hiding behind cars when you dash in.
