cps parking charge advice please

I got a PCN in April by combined parking solutions for no ticket, although a ticket was paid for it was a windy day and the ticket that had no sticky part must have had blown out of place when the car door was shut.
So when we returned there was a parking charge on the windscreen after looking at the pay and display ticket my partner entered the car reg incorrectly by one letter which is a concern.
On the 30th of May I received my first a letter from cps,
I’m going to send them a copy of the appeal letter from this thread with a photo copy of the paid for ticket but i'm not sure what to do about the incorrect reg number.
Also the PCN number would that the customer reference number on the yellow parking charge stuck to my car with 5 digest as that’s the only number they have proved to me as it’s also on the letter as ticket/reference number.
Any help/advice would be great

the charge was still paid , so send the template letter and a copy or scan of the proof of payment
the BPA CoP is supposed to make sure that issues like this are checked for as people do make mistakes
if they reject the appeal, take it to popla and win there (but popla wont consider the buying of the ticket)
your popla appeal will be a much longer affair with legal issues addressed, like not a gpeol , no contract , poor signage etc (check the popla website to see what they DO NOT consider in appeals)0 -
Ask them is their charge for
A. breach of contract
Or
B. a contractual sum
If (B) you require them to issue a valid VAT invoice.
They will offer to issue a VAT receipt if you pay however they are required to issue a VAT invoice if requested0 -

Also as i didn't mention my post on mse in my letter to them there watching what whats being written on here now and trying to use it against me by trying to twist what i have written.

Thanks for your template latter dated 11th June 2014 and also refer to your comment made on “money saving expert”.
We are a small company only operating 1 pay & display car park and on this car park you are the only person we have written to in relation to an outstanding charge as the signage at this site is exceptionally good I note the incorrect digit in the number plate to witch you have refer to online.
The signage at the site is very clear that you must clearly display a valid permit and we presume you saw the signage as you have included a permit (albeit for a different vehicle) with your appeal.
I note from your comments online that is admitted the permit was not on display therefore according the term and conditions which you accepted by parking, the charge was correctly issued.
We agree that the charge claimed is not a genuine pre-estimation of loss but a contractual charge to which I have explained about.
Your claim our signage does not comply with ATA code of practice but fail to advice how you feel it does not - You also claim it was not sufficiently prominent to which is clearly not true as you claim a ticket was purchased so therefore you must have seen the signage.
You are again correct that we are not the landowner but you are incorrect that we so not have the legal standing to offer a contract, is well established that within our client contrast the sufficient rights are granted to us to both offer a contract for parking and to pursue the matter via the courts.
We enclose a redacted copy of the authorization page for you records.

Please give me the dates of what happened when, and where? I am trustworthy as my post count tells you. Certainly not connected to 'this bunch'! Or maybe Perky would like to send me the details and we'll play along - I don't care who, various PPCs have pm'd me before after all! You have gone very quiet for someone who was complaining to the park Management which was the first thing to do, followed by a complaint to the BPA and CPS for not providing a POPLA code with a rejection letter. So I thought I would come back and bump your thread and post a warning ready for the Summer Holidays, for other visitors to FANTASY ISLAND, INGOLDMELLS, WHO MIGHT GET A PARKING TICKET FROM COMBINED PARKING SOLUTIONS:

I am astonished that Fantasy Island has allowed COMBINED PARKING SOLUTIONS to 'experiment' at Fantasy Island customers' expense with CPS' first ever 'pay and display' car park. Does Fantasy Island not realise the way that CPS work? Did they do no research or Google them? CPS charge people an extortionate 'fee' that they consider a pricing term for making a mistake with their car reg or if the P&D ticket slips - it seems from the above post that any families are fair game if they make a mistake. This is new ground for CPS who normally seem to haunt small residential or small business 'permit car parks'.
They don't allege breach of contract and the business model is, let's say, notorious - and flippin easy to Google and read about. It wasn't rocket science to research this better, FANTASY ISLAND.
There is very little chance to win this on appeal regarding 'not a genuine pre-estimate of loss' because CPS wrote their signs to suggest the fee is an agreed sum to park there. The person would have to put a very good contract law argument to POPLA or the courts, pointing out that in fact FANTASY ISLAND'S CAR PARK PRICES ARE PUBLISHED ON THEIR WEBSITE AND DO NOT INCLUDE ANY OTHER 'PRICE' TERMS.
How exactly a family-orientated park thinks that this is the way to run their car park (which would only have genuine customers in it, no-one else!) beggars belief.
If the above poster is genuine then apparently CPS have replied to a genuine family who paid, refused the appeal and inferred wrongly who the driver was, even though the driver was either of the adults in the car and wasn't stated above, nor in the appeal. And no POPLA code was provided, it seems, even though this was a genuine family on a day out. How much 'consultation with Fantasy Island' took place on this one I wonder, before they turned the appeal down with further recourse to POPLA, which the OP will struggle to win anyway? I thought CPS told their clients that they would always consult them if a genuine customer was caught out by their terms...?
Does Fantasy Island not realise that COMBINED PARKING SOLUTIONS sue people who get their PCNs? Is that what FANTASY ISLAND SKEGNESS want for their customers who may simply have made an error with a digit of the car registration or if the P&D ticket flipped over, when the family's kids were excitedly getting out of the car? If so, we will perhaps start encouraging people to counter-sue and include FANTASY ISLAND in the claim and/or to go to the papers about it, and Watchdog too.
If this case is genuine this is the first person caught out at this site and already CPS have refused to issue a POPLA code and used wording that the ordinary man in the street would consider intimidating, I would suggest. There's talk of courts, sneaky references to her thread here (SO WHAT?) she says they have twisted her words and here we are with no POPLA code. That's a great start for this first family who fell foul of the P&D 'rules' that CPS call a 'permit'.
Shame on you, Fantasy Island.
Sadly, IMHO FANTASY ISLAND should now prepare for 'TripAdvisor Hell', I expect your customers will post their anger soon enough.

To the OP, Have you tried contacting Fantasy Island Ingoldmells about the behavior of their contractors Combined Parking Solutions?From the Plain Language Commission:

Oh, have Combined Parking Solutions started a pay and display regime at Fantasy Island Ingoldmells then? Wonder if we can get this as the highest result on Google when victims look it up. It took CPS just weeks to find their first victim at FANTASY ISLAND CAR PARKS and this poster won't be the last to get one of their parking tickets that some may mistake for a fine or penalty.
Nice of Perky's mate Paul Scott to admit up front that the intention of this charge is not a genuine pre-estimate of loss, in a car park which publishes its true pricing structure for parking. No mention of extortionate amounts on the Fantasy Island website then, wonder why? Oh, wait, could it be that - shock, horror, perhaps, just maybe...this isn't actually a genuine parking price term? Could it be a disguised penalty? Wonder if Pinky/Perky, Paul or whoever, plans to actually sue these customers, it will be an interesting one if he does seeing as we have his admittance that 'it is not a genuine pre-estimate of loss' and yet proof of the real price of parking there. It's not the same as his usual happy hunting grounds. There is this alien concept of 'customer service' to consider for starters.

Perky may think his signs are clever, and they may fool some people when it comes to overstays, but no-one is going to believe that £100 for not displaying a ticket you've already paid for is a genuine contractual offer.
