    You need it to be capped or actually unlimited - many plans are legally called "unlimited" but it is rarely true, once you pass the "fair usage" limit the bills can rise very quickly.

    I would agree that a capped contract is the way to go. Tesco do great capped contracts with free phones.

    And where do the kids get there money from? in most cases its the parent - so either way you're paying out again to continue with that contract..

    Of course it would, but I was agreeing that a contract won't be very good value, if no calls, texts or data is used, because the phone isn't working.

    You can, and I suggested a simple flip phone (about a tenner at CFW), but she's adamant she won't use such a phone.

    She's 13, so doesn't have any money of her own, to pay for it.
