Scottish Power...can I switch before they switch??

Hi all,
Having a bit of a problem with Scottish Power,
Have recently moved into a rented property. Was with Scottish Power before so thought it would make sense to bring them with me to the new property...
Anyway....recently moved, requested them to become my supplier (switching from nPower who currently provide the property).
First problem: a payment of £500 comes out of my account. I have no idea what this is for or why they have taken it as I have had no letters forewarning me that this amount will be coming out. I have my bank claim this money back for me and I go to contact Scottish Power.
Second Problem: Having been a previous customer with Scottish Power, I have found their customer service to be excellent and never have had a problem with them. Now since I have moved and since I claimed my money back that they took for whatever reason, I cannot get through to them, and looking on their Facebook page, neither can a lot of people. I have tried repeatedly everyday to get in contact but to no avail. I have seen stories of people getting through after about an hour and then getting cut off suddenly. I have averaged waiting times of 45minutes - 1hour on hold and have had to hang up as I cannot wait any longer (grumpy baby needing attention).
Now I am in the process of a switch to Scottish Power, but I am wondering can I cancel this switch whilst it is in process, and go to another supplier? What are my rights with regards to cancelling a switch and moving to another supplier?

You could probably ask NPower to reject the switch if you can't get in touch with SP.
Not that i'm confident that NPower would do it correctly mind you but you may get lucky.0 -
You are already in a deemed contract with nPower. You can't switch to SP until you first register for an account with nPower. Without doing that, nPower will reject your switch.
You can cancel the SP switch as long as you are still within the cooling-off period.No free lunch, and no free laptop
