    Noooo. BUT you've probs not read my reply yet...come on...wise up! You neither telephone nor expect a PPC to 'sign for' a letter. These are scum firms.

    Hi

    I have received a letter today stating the following

    "The above parking charge notice is still in the registered keepers name as the drivers full details were not provided until 12/06/2014.

    The full amount of £100 is still outstanding and is due for payment, continued failure to make payment will result in further action being taken"

    The letter has been addressed to my self and not my sister (who is the registered keeper). So i assume the person who writes these letters is not very smart or is a robot as again we have a conflict of interest, as they have wrote to me asking for the money but at the same time stating the debt is in the registered keepers name?

    Any advice?

    They have well and truly shot themselves in the foot, send the lot to BPA and threaten them with court, (harassment) if they trouble your sister further. Better still, get a solicitor to send it if you have one in the family.
    You never know how far you can go until you go too far.

    On further reflection, why not suggest to your sister that she sends the a "Cease and Desist" letter. There are plenty of examples on the internet, some of them free.

    If you put up a draft on here I, (and no doubt others), will have a look at it.

    These are predatory companies, usually run by not very bright people, and reason and logic do not work with them, however threats sometimes do.
    You never know how far you can go until you go too far.

    Also, (ideally your sister) complain to DVLA that they are continuing to pursue the registered keeper when the driver is known to them, and they are refusing to issue a Notice to Driver or to give the driver the opportunity to appeal. Demand to know how long the DVLA will suspend their KADOE access for, as DVLA has done with other companies who have alleged keeper liability where there is none.

    Point out that any breach of the Code of Practice the PPC is signed up to, breaches the KADOE contract to get DVLA data. State that the matter has been escalated to the CCR team because you have no confidence in the data release team to take such a complaint seriously as it's in the public domain that they have dismissed these issues far too many times recently without so much as even supplying a copy of the DVLA complaints procedure leaflet. State that if your complaint is not resolved properly your intention would be to involve your MP and refer the issue to the Parliamentary and Health Service Ombudsman:

    We know from recent FOI'd minutes of BPA/DVLA meetings that DVLA is feeling the pressure from the avalanche of complaints it is receiving about PPC's. So let's give them some more pressure!
