So this is after a windscreen ticket, but is the first NTK you received. So as Redx says too, send appeal as is. Remember you are appealing as the keeper not as the driver. A quick search of this forum for 'Armtrac Formal Demand' would have found other threads about it, like this:

I have now received a letter back from them stating that in order for them to treat it as an appeal they need the driver details. I don't think this is correct is it?
They've sent a whole load of bumf with pics and replying to the letter as well... It's like a book!!!

a clear breach of the BPA CoP , so report them to the BPA and enclose copies of the documents so far (post #6 of the newbies thread)0

There was no POPLA code, but they're saying they're not treating it as an appeal as I've not filled out the driver details section on the PCN.
Can I still get a code from them?0 -

please follow the previous advice, complain to the BPA about the breach of their CoP , the request for driver details and the lack of a popla code

No it's not. They needed to send you a POPLA code when rejecting an appeal (from keeper OR driver). They didn't. If you haven't already done so, you need to reply back to the PPC and say you have appealed as registered keeper, you have nothing to add to your appeal and that they should reply with either a cancellation of PCN or a POPLA code.
At the same time you should email a complaint to the BPA for the reasons exactly as REdx has stated. This will be back up for you if the PPC get awkward.
