No Boiler - Advice Urgent please!

Hi, hope I'm posting this in the right forum!
Basically I am 22 and live away from home in Clifton. I am an MA student, so know myself what its like to be broke! Regardless, However, my Dad now lives at home, in Rhondda Cynon Taff, S.Wales, alone.
A little background on my Dad; he is in his late 50's, and unemployed. He has been trying for 4 years to get a new job, and even has undergone courses, but still nothing. This gets him down no end. To top it off, his boiler broke 3 years ago, and he has no savings or money to replace it. He lives off around £5o a week, and when he applied for all those boiler schemes, he was told he was not eligable.
He also has diabetes and "frozen shoulder" which he recieves psyio therapy for. He cannot afford to live/be warm and I am heartbroken and feel helpless. Any ideas? It's tearing our family apart!
