It's actually owned by Telefonica (who also own O2).
And IIRC Telefonica UK is technically owned by o2 Networks and o2 Cedar. But yes they are all part of the same company and just brand names really but even Telefonica doesn't mind o2 being called the owner or creator of giffgaff in some PR such as the Marketing Society case study.

I find data really slow on giffgaff 3G during the day and it wouldn't be practical to use for my data needs. Many customer have issues with slow data and giffgaff plan to cap speed to 256kbps if you use more than average data resource during peak times on its unlimited data goodybag. Some customers have already received warning messages telling them to use lower def video streaming services of face being banned from purchasing further unlimited data goodybags. This is part of giffgaff plans to prevent people using (abusing in its words) the amount of data on its unlimited data product.

Telefonica UK is actually O2 (O2 is the trading name of Telefonica UK).
