Hi,
We cannot afford to pay in one lump sum so I sent part payment. He will not accept this and come back with he is not in a position to offer us an interest free loan ( we did not ask for one)

Well, if you are asking him to accept payments in instalments you are, in effect, asking for an interest free loan. Effectively he will be lending you the outstanding amount until you pay off the further instalments.
That said, I think cyclonebri1's suggestion of getting a couple of quotes and paying him 1/2 the lower would be reasonable.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0
