PAYG sims for Europe.

Until intra-EEA roaming surcharges are abolished within the EEA from December 2015, you will need a separate SIM card for each country, otherwise you will pay hefty roaming surcharges.

You can buy international SIM but prices are just horrible and your incoming number is usually from Latvia.
Another option is Toggle Mobile.0 -
Orange Spain SIM, tariff called Mundo with add-on option called Go Europe
100 MB a day for one euro a day, in all EU/EEA countries
http://movil.orange.es/tarifas/desde-el-extranjero/go-europe/
You can find a Spain SIM reseller on eBay UK or slightly cheaper on its own website
If in the same place for a few days then local SIMs will have useful data bundles
For calls on the phone there are global roaming SIMs with free incoming calls in many countries, but nowadays most UK networks have removed their numbers from inclusive minute bundles.
Take a look at whether Toggle Mobile will be useful for the countries you are heading for
In a few weeks time roaming fees will drop again, possibly even to free incoming calls if the decision gets ratified in the near future, else about 4 or 5 pence a minute incoming.
Look into callback services, which set up a double call, one to your phone then out to the destination. Thus you pay the mobile network the incoming rate and the rate for 2 calls to the other provider, which can be as little as a penny a minute for UK mobiles.
Plus if you have enough data to spare you can make voice over internet calls0 -
Although Toggle Mobile has great prices for voice calls, its data charges are £150/GB, still cheaper than many others but not much less than the new data roaming price cap of £198.20/GB from 1st July 2014.In a few weeks time roaming fees will drop again, possibly even to free incoming calls if the decision gets ratified in the near future, else about 4 or 5 pence a minute incoming.0

Thanks for this. What is the exact status of free incoming calls? I understood it had been ratified, along with the rest of the draft directive?
I think it's been passed by a vote of MEPs in April, but there's something about council of ministers need to ratify it, though that might be the next year changes, I'm not quite sure.
A couple of months ago I believed the calls were about to become free from July, and I think that was in some articles before the vote, but there is no mention on for example this page of lower rates

I recently flew BA,in their highlife magazine was a Worldsim, for about £30:00 with £10:00 call credit, this sim can be used all over the world,190 countries, and all over europe,so that is right up my street.Ans gives you a free USA phone number as well.
Just google 'Worldsim'.thanks for all the replies.0 -
I looked at WorldSim and found their rates high, compounded by what looks like £20 for the SIM in the BA offer.
Other SIMs are available, many free. The 'right' one depends on individual needs.
As noted above, Toggle are worth a look.0 -
Worldsim rates do seem higher than some other resellers on the same platform, such as Geosim
Don't buy Worldsim from BA though; look on eBay and you'll probably find SIM and £10 credit for £4 or £5
Also note my comment that their number won't be included in minutes for anyone that calls you.
Toggle can also have a US number, and several other countries, and call home from there for 3p/min0
