Thanks for replies, got a locally recommended plumber to come out as I just couldn't figure out how to access the panel and didn't want to yank it off and break it!
Plumber removed the panel pretty quickly and put a new flush inlet valve in. The old one had got knackered hence why it was taking so long to fill.
Our toilet now takes around 20 seconds instead of 5 minutes to flush/refill - and next time something happens I'll know how to get into the bloody thing!0
