I must admit from reading the OPs description I was imagining a layby style parking area. It would be helpful if to the forum if the OP could show a google earth image.
If the roadway is adopted and the parking area is simply shown with white lines then unless there is signage I doubt that it is allocated parking. If the roadway is not adopted then this could differ.
If the spaces are visitor spaces for the estate then this should be noted in the OPs deeds. I live on a new build estate, well being built would be a closer description, we have visitors spaces but they are only for the apartments even though some appear to be for the estate.

I think the sooner you get this sorted the better, the longer your neighbour thinks its their space the harder it will be. Find out who it belongs to, confirm anyone can park there and if she says anything set her straigh
I had a similar problem with a horrible old woman - she would make it up as she went along and was very nasty and spiteful - telling lies to neighbours about me and omitting things she'd done like swearing at me and spitting. She would rush out her house every time I parked there trying to cause arguments. In the end she gave up after I started simply telling her if she had a problem speak to the council and that I wouldn't stoop to her level and walking away - all she wanted was an argument. Worst thing was, she didnt even have a car.0 -
As others have said look at the land registry, on our old estate my space was very oddly spaced and as I was often spoken to quite rudely when I informed people they were parking in my physically disabled partners allocated space, a space we had bought separately to our house. On new estates especially it is often quite difficult to see what belongs to who.0

Do this:Since it's a new estate, look up the Site Plan in the planning application on your local council's website.
This will show if the layby is a Visitor Space (usually helpfully marked 'V' on plans I've seen) or within the curtilage of the neighbour's plot (shown by the outline around their house).
Let us know the result.
We're in the process of buying a new build and the allocated and visitor parking spaces are clearly shown on all the plans:
- the developer's own marketing site plan
- the detailed plans of our plot in the contract
- the "accessways and parking" plan attached to the contract
Our plans show V for visitor, U for unallocated and the plot number for allocated spaces.
As you don't seem to have any of these I am assuming you're renting? You should be able to get a copy of the site plan from the developer (if they are still on site), or if there is a management company (common for new build estates) they may be able to help you.
Alternatively, if you get on well with any of your other neighbours, you could ask them if they have the documents to hand?0
