This car park, Bolton, is Asda owned. Some though genuinely are Council run.
    Eg. Elsmere Port.
If it was Council run then the OP wouldn't have got a letter from Debt Recovery Plus though but a notice to owner with the charge at £195.00 and if that was ignored then CC papers, would they not?

No, because the Council-owned sites are still leased by ASDA, so Council parking fines don't apply - they're still just parking charge notices.

OK, Right. I thought atilla meant that they were Council run car parks.

Asda get their staff to lie to people, we had someone come here saying that it was a directive from their head office, whether that is true we don't know, but considering we've had this from different stores in different parts of the UK I leave it to you to decide .

I didn't say it was council run, in fact I confirmed it wasn't.
I was pointing out that some sites are council though and gave an example.
Interestingly, the council fines at elsmere port are cheaper than ppc penalties.

PPC penalties are higher than council penalties in most areas if the country. For example here in Norwich the council charges are £70 & £50 depending on the severity of the offence whereas the standard charge from PPCs is the £100 BPA Ltd endorsed maximum.
