So, "they said they I'd need tracking done or wouldn't be safe to drive" but presumably it was safe enough to issue a new mot? couldn't have been that dangerous then?

As above, it's a separate service so an additional cost. Lots of garages don't even have basic wheel alignment gear, so when they tell the customer to go and get the alignment checked after doing suspension work, do all of those customers do it?

Never been in one that didn't have a basic pair of mirrors.

Tracking free? No. Wheel balancing yes, tracking no.

Redoing it after fitting a lower arm isn't necessary either. Not even sure how they'd tell this.

Depends really? Was the tracking right in the first place? Was the old arm bent? Is the new arm accurate to within 0.5mm of the old one. Are the bushes worn, and was the tracking set with the worn bushes. It needs checking, as part of the job. And the quote should include it, it's not free, but it's not an add on later.

    Thanks for your replies.
They refunded gave me a refund totaling £111. This included a labour charge of £60 which they couldn't tell me what was for when the £135 included labour. £1.59 tyre disposal which I didn't have as only a repair and the cost of alignment as should if been quoted at the time.

Depends on the car, surely? My lower arms have oval holes to mount the ball joint, so alignment (camber in this case) could be spot on or way out, depending on where the ball joint is put. And moving that lower pivot point would also alter the tracking I would think.

But good result for the OP, complaining is worth it.
