TV license refund

I have paid my Tv license in 6 monthly installments for Aug 2013 - Aug 2014. As the house is student accommodation I dont need a new license for next year. 4 future payments for the next year have been paid out in errorr by me ( for not checking the payment method closely)
I have contacted the TV license people and they will only refund part of my future payments - is this correct?

I think I read somewhere that licence fees are only refunded in quarter-year chunks. Would that account for it?I have paid my Tv license in 6 monthly installments for Aug 2013 - Aug 2014.
