parking charge notice vcs

I have received a parking charge notice from vcs I parked up for 30 secs on the international business park and where I parked was an unopened access road of the main road any advice would be much appreciated.

Use a standard template but as you were only there for 30secs you can add a further point regarding grace periods:
13.1 Your approach to parking management must allow a driver who enters your car park but decides not to park, to leave the car park within a reasonable period without having their vehicle issued with a parking charge notice.
13.2 You should allow the driver a reasonable ‘grace period’ in which to decide if they are going to stay or go. If the driver is on your land without permission you should still allow them a grace period to read your signs and leave before you take enforcement action.
13.3 You should be prepared to tell us the specific grace period at a site if our compliance team or our agents ask what it is.

It's an auto response. Why do so many people read the auto-response?! It's NOTHING, not a real reply that needs you to do anything. Stop reading it!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You should start your own thread if you want advice specific to your case. Posting details about 2 cases in the same thread often confuses.
However, if the private parking company's (PPC's) website allowed you to log an appeal without inputting an address then that really is the PPC's problem. Depending on the capacity in which you appealed (driver/keeper) then the address with be used to harass you further whether directly by the PPC themselves or by one of their fellow travellers - the debt collectors.
If you wish to pusue this discussion further then you should ask one of the board guides (Crabman) to split this into a seperate thread.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Since the advent of POPLA VCS have been sending out a reply to an appeal against the notice to keeper (NTK) which says you must name the driver who must provide a full serviceable address.
They have been told not to do this on a number of occasions, this is the latest from Steve Clark of BPA Ltd dated May 12th 2014.
""This however was not the main aim of my investigation which was as you know, the concerns that you had regarding the content of their notices – in particular the requirement that the name of the driver must be provided if the motorist wishes to appeal. I agree with the contention that acceptance of appeals should not be conditional in this way and have advised VCS accordingly.
They have agreed to amend the wording that they use and I have signed off the amended document this afternoon.
I have closed the case file accordingly.
