Setubal is a nice town too, there's a nice resort called Troia across a causeway there, although I don't know if you can get packages from the UK to there.
In the same bay there is a nature reserve and Sesimbra which is also a lovely place to visit.
There's an awful lot more to see and do along that coast than the Algarve out of season.

I really like Cascais (and Estoril just along the promenade) too as a nice seaside resort that hasn't (yet) been ruined by mass tourism. The weather in October would be a big gamble but, even if the weather is poor it is still easy to get into Lisbon for the day as the public transport is very cheap way of exploring the area.0
