I have been onto the Credit card services again this morning and put the payment into 'dispute'. Unfortunately the payment is on my statement now and has effectively been paid.
The card services have said that the dispute process may take 4-6 weeks, but on the upside they will help to recover my money for me if the POPLA decision is in my favour.
The next step is to await the dispute pack from the bank (5-7 days)... to then complete the details of the dispute including evidence from letters etc.
I am just hoping that POPLA are able to progress my claim if it shows on record that I have made a payment... and whether I should write some kind of extra supporting letter to POPLA to state ;
although I had made payment at the reduced rate due to CEL aggressive technique for recovering money ... since having researched the legalities of their claim I have realised that making payment was the wrong course of action ???

An update on my case...I was sent a POPLA letter of withdrawal yesterday.
"Thank you for your recent communication.
Assessors may only consider an appeal against liability for a parking charge notice where payment has not been made. As you have paid the parking charge notice, liability has been accepted.
In the circumstances, the Lead Adjudicator has instructed me to mark your appeal as withdrawn. "
Thanks to everyone for your advice. However having made payment without realising I had a case to fight this ridiculous parking charge, my case has been met by POPLA with a declined response. The end of the road in my case... and in hindsight possibly not having been worth the effort in typing letters to fight the charge.
Shame I didn't find this forum a day earlier...

That's a shame. You'd have to sue the retailer or PPC to get your money back...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
