Actually found a stop valve near the combi boiler..

I'm thinking it could be a gas pipe though, is it normal to have stop valves on gas pipes ? To my untrained eye, it does look like a "water" type valve.

It isn't normal to have a water stop valve in a gas line, but it is normal to have a gas one.

From doing a bit of reading around, its possible the stopvalve I can see near combi boiler is on the cold water pipe that feeds boiler. If that's the case, shutting this off would stop the feed to hot water taps.
Would still have to use stopvalve out in street ( in water meter pit) to kill the cold water though.

I have got to buy/borrow basin wrench & box spanner for fitting taps anyway, so hopefully will have sorted out stopvalve situation soon.
