quick question on new basin taps...

Hi all,
Just bought some new taps for hand basin in ensuite..
I am assuming the black washer fits on top of basin ? ie under tap ? -not underneath with locknut..
The little instruction drawing isn't very clear.
My other issue is no stopcock ( 2nd floor flat ) - spoke to another owner - confirmed that he had problem with shower not turning off, his plumber couldn't find a stopcock in flat either and had to use the one in water meter "hole" outside building. So that's a bit of a pain, but not a show stopper...

While you have the water off, can you fit a stop !!!!?
Would be a bit safer to have one I think. Also some isolation valves for the taps.0 -

Isolation valves are what you fit to each individual tap :

They're dead handy, and mean if you need to change a washer or something you can just shut off the water to that particular tap, without disrupting the rest of the household. For the amount they cost, I like to have them on all taps, toilet cisterns, etc.
A stop-tap is what you normally have on the main incoming supply - something like this :

You'd usually have just one that shuts off the supply to the whole house.
Both are very easy to fit if you have some basic diy experience - once the water has been switched off, of course !
( Oh, and the word that comes after "stop" is a rude word according to the auto-filter thing on this site, so it gets replaced with exclamation marks. It's the same word as a male chicken )0 -

I will be able to fit them ok, I was a pipefitter in a previous life, so ok on soldering, compression etc. I was fitting pipes on new-build trains though, so have the skills but never got involved with domestic plumbing much ( had been renting for a while before this place, so any issues then the LL got plumber in )
I am not sure where the rising main would enter the flat, presumable either under the kitchen sink ( their are little drain-off valves on the hot + cold pipes going to sink - like those fitted to rads, but don't think you can shut off flow with them )
Other possibility is the closet where combi boiler is situated, will have to clear out the vacuum cleaners, drying clothes, and rest of bricabrac, and have a good look around.0 -

LOL, it's a common thing where innocent words contain a potentially rude word. The town of Scun thorpe often gets censored because of letters 2-5, and a few years ago when there was that awful thing in Morcambe Bay with the coc kle pickers, a lot of sites automatically censored the headline.0
