you also seem to think these companies are being paid to run the car park operation, yet a lot will do it free of charge and are not paid meaning they have to entrap motorists using various rules in order to cover their costs
Some PPCs actually pay the landowner to offer their services 'for free' - PE (Cambridge) and VCS (JLA) are known for sure - fishing licences, by any other name.

If people were blocking up a carpark stopping customers from accessing the car park taking away good will etc you could argue a huge amount as they could argue huge losses due to longterm loss of business due to irresponsible people parking beyond the time allowed leading the business to close.
I am amazed at this loophole to take away control from landowners of there own land.
If landowners don't like the fact that the law doesn't allow them to issue penalties then they can do one of two things :
