    If there was no windscreen ticket you could write and name the driver who was of course someone else at another local address. But only worth doing if the keeper wasn't driving (as far as you can recollect of course...) and if it was a postal PCN. That would reset the clock if it was a postal PCN, although I appreciate most of UKPCS' tickets are windscreen ones.

    If not then send the template appeal and keep replying now to really push for POPLA, insisting it's the most suitable ADR and that they must mitigate their losses and small claims should only be a matter of last resort (etc). Keep all letters so if they choose yours for a small claim you can show they have refused ADR and that you've been reasonable and tried to sort it out.
