Parking ticket on road in housing estate

I received a PCN after parking on a road outside my local Job Centre. This was a road in which I had parked many times on yellow lines using my disabled blue badge. I was shocked to find the notice on my windscreen and after looking around saw a laminated paper sign on the other side of the road stating "no parking at any time". The PCN was issued by TesGB and just stated the name of the housing estate and not the actual name of the road. I appealed to them stating that I was not going to pay as the ticket was unenforceable as it did not state the road name and I received a letter back from PCN Parking Services rejecting the appeal and stating I can appeal to IAS within 28 days of date of letter but I received the letter 7 days after the date of the letter.
I would really like some help and guidance here. I have looked at other threads which state not to pay but I am confused that the ticket was issued by TesGB but I received a response from PCN Parking Services. In their response they say that the road is private land and controlled by Barretts Builders and they need the road free of vehicles as these would cause an obstruction to their large construction vehicles as they are working on the road!
I don't know what to do next so any help would be really appreciated.

You need to appeal this to IAS on the letter, but you have 21 days to appeal I believe not the 28 days so its misleading, and should be highlighted as such, just go to the sticky thread by coupon mad, she has linked to several appeals you can use, look at the popla appeals as well as they will be similar.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Show us your draft IAS appeal and make sure you haven't already missed the 21 day deadline (it's not 28). Your draft can be based on the POPLA appeals you find in the links in post #3 of the NEWBIES thread.
And read the IPC Code of Practice to find the flaws where TesGB have gone wrong (I think PCN Parking Services are a debt collector firm who 'handle' (mishandle) TesGB's appeals and issue IAS codes for TesGB who can't manage to string a sentence together, it seems).
Also can you show us a picture of the signage? Do you have time before your 21 days is up? IT IS IMPORTANT TO SEE WHAT THE SIGNS SAY.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would add to any appeal that it is your assertion that this is not a private road (Job centres are not usually found on private roads) and that you require proof to the contrary.
Any private road would also require an entrance sign to inform motorists that it is a private road - so add this point also.
Unclear signage.
You only get one shot at an IAS appeal - no extra evidence can be submitted. Include the blue badge was displayed as this is also in their code of practice that vehicles displaying one must not be ticketed.
Appeal points :
No contract with driver - no signage to alert driver a private road.
Dispute it is a private road.
Lack of legal standing - No valid contract with landowner.
TESGB do not own the land - dispute authority to issue and pursue parking charges as a creditor through the courts.
Parking charge not a genuine pre-estimate of loss but a penalty charge. Not a genuine offer to park -
Include OFT quote about parking charges not being autotmatically recoverable.......
Breach of the EQuality Act - a valid blue badge was being displayed.
Expand on all those points and post up before submitting. a covering form is required to accompany any IPC appeal This can be found on their website
