APCOA North Manchester General Hospital

I think you're going to (probably rightly) call me a numpty when you read the below, but I've got a thick skin and I'd still really appreciate your advice.

My car got a PARKING charge notice posted on its windscreen in March at the above hospital. I had bought a ticket, I guess it had blown off the dashboard.

I'm not very savvy (as you will see). I appealed to APCOA by post immediately and included a scanned copy of the ticket I'd bought. I didn't hear anything back about it. I was away for most of May and got back today. I found an NtK dated from the beginning of the month. I immediately phoned up APCOA asking why they'd sent me this without responding to my appeal (I wasn't aware of the info you have available on this site til afterwards), they said they never received it.

I've read through the FAQ page and before I send off the appeal to the PPC I've got a few queries:
1) Is a hospital car park likely to be subject to the bye laws? If so how would I find that out?
2) Have I predjudiced the appeal by sending an appeal to start with (they said they haven't received it but they would say that if it included proof that I did have a ticket, I didn't get prrof of postage) and by ringing them up today?
3) If not, should I add or omit anything (with reference to the above information) to the template PPC appeal on the FAQ thread?

What may also of relevance is that I've had dealings with APCOA for Parking charges at the same site in the past - once when I had bought a ticket and accidentally placed it upside down on the dashboard - I appealed to them immediately then (and posted them the ticket I bought) and they rescinded it, and again when I was parked outside a marked bay and I just paid it - from that they might associate the correspondence address and the bank details used with the car.

The NtK I've received appears to be in accordance with the POFA as far as I can see.

Sorry for all this long winded naivety. What I basically want to know is that taking all the above into account should I send the PPC appeal from the FAQ page?

    So, now send the template appeal you will find in the top NEWBIES thread, written from the registered keeper, exactly as shown in the sticky thread. You are then in the same position anyone would be who followed our advice, as we recommend the appeal is only done once the keeper gets the first letter anyway.

    If you are close to 28 days from the date of the letter, see if it allows you to appeal by email or electronically online this weekend. Don't alter the template first appeal, don't omit anything and don't use the version of appeal you tried before. Relax - you haven't prejudiced anything!

    Hospital car parks are not likely to be covered by byelaws. So your case will win at POPLA in the end, based on the usual 'No GPEOL' as explained in the NEWBIES sticky.

    Send the appeal again, if you sending by post go to the post office with a free proof of postage, say on the letter if you want that it's been sent with proof of postage and deemed served after two working days.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
