Help writing complaints letter to retailer in Mansfield

Hi I have received a PCN from parking Eye after overstaying the parking by 15 minutes. St peters in Mansfield. (a 1 hour stay when you are allowed 45 minutes free). An £85 charge reduced to £50 if I pay up early. I visited 2 shops, TKMAXX and Laura Ashley. I had my autistic son with me and was delayed and lost track of time after he had a meltdown. I have shopped at these two shops quite a few times and have receipts for the day I overstayed. I will follow the guidelines for standard letter to parking eye and add copies of receipts to prove I was shopping but I also want to write complaints letters to the two shops. Any ideas for the format to use. I know with the parking Eye letter to say that I am only the registered driver, do I do the same to the shops? Has anyone got a template that I could use. Is it best to send to the actual shops or the head office or both?
Also if my appeal does not work will I still be able to get the discount fine if I email the appeal before the 14 days? Any help will be gratefully received.

Its always worth complaining to the retailer directly , but dont forget to get the appeal inProud to be a member of the Anti Enforcement Hobbyist Gang.:D:T0 -

I have altered the above in red to show you where you went wrong
its keeper not driver , its invoice charge , not fine
they make up these rules to try to make you pay up , the point here is you are not paying anything at all no matter what the paperwork says, but in order to pay nothing at all you send the template letter in (one email or letter) and if necessary you appeal online to popla using the popla appeal examples , so a second submission to popla , where you will win providing the appeal letters are worded correctly as shown in the NEWBIES sticky thread
obviously you also complain to the retailers and demand cancellations too , as a secondary course of action
the alternative is to use parkingticketappeals and pay a small charge for them to do the work0 -
