My husband made a delivery in the Spinningfields area of Manchester. He parked his vehicle in front of another parked car and was away for less than 5 minutes. On his return there was a ticket on his windscreen from the infamous ANPR Ltd saying he was parked in an area that should be kept clear at all times. There was no such notice attached to the other vehicle in front of his. He checked around the area to find the signs that were supposed to warn of this and found further down the road a sign that was damaged (folded over) referring to clamping and ticketing in the area. This was obviously not clearly visible when entering the area or more specifically where he chose to stop. Having checked the ticket it would appear that in their hurry to issue the same, both the registration number and the date were originally entered incorrectly and amended and the location was recorded just as Spinningfields and not specifically the name of the road.
We were advised to ignore it, which we did. However, today we have received an outstanding notice from ANPR Ltd in the form of an invoice for £100 along with the usual threats of court action, debt collectors etc.
Any advice would be appreciated.

There is no current advice (not for more than a year) to ignore a parking charge notice. Where did you get that from?
Anyway, you're not dealing with the sharpest knife in the PPC drawer, so try using the forum's search engine with the following text:
1. Spinningfields
2. Trevor Whitehouse (also try Google on this as well)
3. N Martin
4. National Clamps
and be prepared for some 'fascinating' reading to take you through the Bank Holiday weekend.

5 years as a member here should have told you to read this forum properly when this ticket was received

Sofrting out the appeal letter today. Thinking ahead though, would a ticket be deemed invalid anyway if it had been clearly altered. In this case not once, but twice.
The issuer clearly had a problem reading the number plate and writing the date.0 -

he means you are trying to find mitigation in the way the ticket was handled, instead of using legal appeal points to beat them at popla if it goes that far
the tickets are invalid anyway, they are not like council penalty notices that have to conform with legislation, they are merely invoices that have to comply with certain laws like pofa 2012 or the unfair contracts laws, or the trespassing laws - but I doubt you will beat any invoice on legal grounds unless it went to court and a judge decided, even then there would be no legal precedent
this is like a game , where you learn the rules and knowing what is in their hand means you beat them using the law , appeal points and the fact its an invoice (a badly worded invoice maybe , but basically a demand for money with possible menaces if you dont pay - like court)
the trick here is to know that you write a letter (using the template letter) and refute this private invoice by seeking the legal grounds which it is issued from, if they fail to cancel you use typical appeal points as seen in the popla links in post #3 of the newbies thread to get a legally trained popla assessor to cancel the charge by upholding your appeal , so thats 2 emails and nothing to pay when you win your case at popla (if they dont cancel)
the fact that the paperwork is badly flawed can be included but I doubt will have any sway with the parking company OR with popla , but can be mentioned at popla of course (or even in court but anpr wont take you to court - very unlikely anyway)
so you need to focus on winning the game , not arguing about some vague "offside" rule
these are demands for payment for an invoice raised for breaking some "rules" as regards the parking of a vehicle , they are not real parking tickets but simply an invoice where they allege a debt and require payment from you, this could have been for anything at all and not just this stationary vehicle on their "patch". they could allege you owe them £100 for wearing a pink jacket on the high street where they erected a sign saying no pink jackets allowed , its still a badly written invoice and demand for payment no matter what the circumstances nor if english and the three "R`s" wasnt the employees forte
the template letter in post #1 of the newbies thread deals with the initial appeal to the ppc so not sure why you are "sorting out" a letter to them , its all there for copy and paste, the popla links in post #3 show popla appeals that win, including the legal grounds appealed on
if they refuse to give a popla code then you just file all paperwork , unless and until you get a LBC or any court papers (unlikely)
or let the parking ticket appeals link do it all for you for a small charge if they can take the case on due to your ignoring the ticket past the appeals stage already0
