not sure which article on MSE you are referring to, but you were given the link to the FAQs and this is the main info

As it says you can claim back to 2005 but the airlines know that they can safely ignore you or reject your claim if it is outside of the timeline for court action in your country...the info is all detailed on MSE so not sure how you missed this....I am not of any airline that would voluntarily pay out after the time limit has expired
