Usually smart tv's will have an in-built app. Go to your app menu and see if there is one. If not, use ur browser through your smart tv and go to bbc site and see if there is a plugin that can be downloaded.

Is the dongle actually connected, and with what signal strength?

When I started with a dongle on the TV, it did show up when logged in to the router settings, but the smart sections on the TV menu such as iPlayer and Youtube kept buffering.

I added a home-made parabolic reflector to the router wifi antenna and there has been no problem since then.
