MET - slightly different situation

Hi there,
First of all, apologies if my question is covered in the sticky thread. I can't seem to see a similar situation but happy to be pointed in the direction if this isn't the case.
I am a resident of a private estate whose parking is managed by MET parking services. I recently bought a car and am waiting for the change of ownership V5 to be sent back by the DVLA which is needed to apply for a parking permit. In the meantime we have been advised to maintain an 'awaiting permit' note in the windscreen which we have been doing with no trouble. Additionally our householf does own a permit for a car which has been since sold.
Unfortunately, on one occasion the notice slipped from the windscreen and we were ticketed the morning after. Instead of reading around on the matter first, I directly appealed to MET stating the facts above, effectively admitting liability and unsurprisingly the appeal was rejected.
My questions are:
1. Now I have admitted that the notice was not in the windscreen do I have a leg to stand on?
2. Now I have already appealed, could I still appeal on other grounds outlined in the sticky thread?
3. What would be my best course of action in terms of escalating to POPLA and what reasons should I give for the basis of my appeal?
4. What are my general chances of getting off this charge. I still have the option of taking the lesser charge is I pay now.
Again, apologies if these questions are answered in the other threads. I just can't seem to fit the discussions to my particular situation.

So providing this is England or Wales have they supplied a popla code to you ?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

No POPLA code as far as I can tell though they did enclose a what appears to be generic POPLA information form.

Just had a read through some of the POPLA templates - could anyone please advise what is the best grounds for appeal in this instance to POPLA?

Yep, draft an appeal based on the examples or search the forum for 'MET residents' or 'MET permit' to find a POPLA appeal relating to a thread about a permit based residents car park. If you find a decent POPLA appeal in such a recent thread (2014) then that may be even easier to copy & adapt than the examples. DO NOT write a POPLA appeal 'about the permit scheme' as that will lose. You need to use the examples and have the important points KIFL has already mentioned. Your case is the same as any other really, this isn't about 'what happened' - it never is.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
