    I agree with the first bit, but the money had already probably already been counted by hand, and the cashier probably asked if it was ok to just give out, as it had already been hand counted.

    I don't think its bad service in a busy bank to not count money out note by note, because as mentioned, you don't want everyone in the que knowing you are walking out with large amounts.

    If I were the OP now, I would contact the bank whenever convenient and just ask if there was a discrepancy with cash balancing. They would have tried there hardest to find it no doubt but it isn't always easy, and rely on the customer to contact them
    The branch would probably put in stricter measures like not handing out money in envelopes next time.
