Very difficult and sad situation as you say.
I suppose if further things come to light can she not raise again?
I'm just trying to think if there might be a charity of some kind who might offer independent advocacy and support?Think of all the beauty still left around you and be happy - Anne Frank :A0 -

I worked in a Child Protection dept., for a number of years, and abuse allegations are always followed up. Anyone concerned can also make their own referral to the NSPCC.
Anyone concerned that social workers are not doing their job properly can also write to the Chief Executive of the council, plus, obviously the local MP.
These cases are always very complex, and, of course, social workers get it horribly wrong at times, but as the complaint seems to have been investigated, at a high level, it would suggest that proper procedures are in place.
However, as above, there is nothing to stop a concerned adult continuing pursuing their concerns to various places.
