    Yes -and you could add it now:

    The Notice to Keeper is a nullity because it fails to 'repeat the information on the PCN' (because the registration number has been changed). An Operator cannot make such a fundamental amendment and have certainly thrown away any chance of 'keeper liability' in doing so. A Council would have had to cancel such a flawed PCN and UKCPS have no grounds to proceed and should cancel.

    By the way I have changed the NEWBIES template to refresh it and surprise PPC World with a new version! UKCPS usually cancelled any PCN when they saw the 'old version' so I expect they will fold now as well, especially in your case where they are clearly on a hiding to nothing.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Awesome, thankyou! Should I simply copy what you have just said and add it into the template or write my own argument? I find it difficult to state that the VRN is incorrect without admitting that I am in possession of the ticket, therefore implying that I was the driver?

    Perfect, and you have not implied who was driving, merely that you have seen the PCN. After all, it's your car so why would you not have seen it at some point, whoever was driving?!
