Hi there,
Was wondering if it is considered "loading" if you are depositing money into a wall cash machine? (at night)
these are the cash machines that accept deposits ( quite rare).

Well it would be helpful to know the nature of your query, is this in relation to a parking ticket? If so who issued it? Are you the registered keeper of the vehicle ? If this is a private parking invoice , was it in England or Wales ?

Yep I would say so - a 'postal packet' being taken to a PO is loading so carrying money to deposit seems similar. You'd need to park near the machine for safety/security. Post on pepipoo to ensure you win your appeal:

Are you referring to what is classed as a 'Night Safe'?
They are quite common - in Scotland at any rate.
My dad used to deposit the days takings after shutting up shop, when the bank was closed.
I would think that it was classed as loading/unloading just like a commercial delivery of goods to a shop would be.
But as said we need more details.0 -
I am just referring about a CASH ATM machine - that allows the function for you to deposit cash also. they do exist. the machine provides an envelope, you put the cash in the envelope, and deposit it back in the machine. It is a little different to a night safe.
I don't see how other details matter ? I just want to know whether depositing cash into a machine like this, can be considered "Loading" - and therefore, are you allowed to park in a "loading" bay, as you do this, and only this. (and even drive into a part of the road where cars are not allowed - except for loading).
Is there anyone I can/should contact to get a definitive answer on this ? Council? dvla?

Nobody is going to answer such a specific question, and I bet the council won't answer it either.
The best thing to do is to assume it counts, and appeal.
Follow the link in post no. 3 above to get further advice if the ticket was from the council, as this forum is for private company parking charges.0 -
Even if it's a council ticket you don't appeal just using a loading argument, like you wouldn't appeal on one point with a ppc ! If you appeal on that one point they will reject no matter who they are. A council ticket is appealed on mistakes on the PCN or notice to owner, the TRO on the street and signage and so on.
If you want help ? Well I'm telling you now, you won't get it from here or pepipoo if you don't give details! If it's a council ticket they will require a redacted PCN scan to see if the wording is a problem, a scan of any letters suitably redacted, and street view link with pictures of the signs if possible.

It will be up to the driver to show that the loading and unloading was legitimate, and going to a bank does not seem to be included in this.
Below is an extract from a Wandsworth council publication which I believe comes from London Councils Guidelines:
A vehicle is permitted to wait while delivering/collecting goods or equipment. However, there are conditions:
It must be necessary for the vehicle to park where it does, not merely convenient.
Loading/unloading is only considered to be taking place if it is continuous and the vehicle is not left unattended. Picking up items that could be carried, paying for goods, stopping to visit a shop or to use a cash machine does not constitute loading/unloading.
But as you haven't been specific it's probably of no use to you.

The vehicle can be left unattended though - Councils lie on that point. The OP needs to take this to pepipoo but with pics of both sides of the PCN.
