I would expect one of them to release a NISA that gives a decent rate on cash.

What is your definition of "decent"? My prediction is that all combined S&S/cash ISAs will offer significantly worse cash interest rates than most standalone cash ISAs.

Having been fully invested in the markets over the past ten plus years, we made a decision to liquidate our holdings (into cash) to take advantage of rising markets last Spring. However, we've been sitting on our hands since then, as I still had worries about whether the 'apparent recovery' would last. Hence, the large cash sums still sheltered by the ISA envelope waiting to be reinvested.

I hope you manage to find the right time to reinvest without buying back in at a higher price. It is very hard to successfully time the market and in the meantime you are losing out on dividends of almost 4% on the UK market but hopefully you will have another market drop soon.
Remember the saying: if it looks too good to be true it almost certainly is.
