ISA - best option if I will need access in 1.5years?

I currently have £20k in a fixed ISA, which matures in April 2015.
I have enough savings to top up my £5940 allowance for this year. I will have enough savings available by around December to add the remaining £10k-ish NISA allowance.
I'm looking to buy a flat in the next 18months or so when I will need access to the money.
Is it worth getting the Coventry Building Society ISA? The downsides are that I wouldn't be able to transfer in my current ISA when it matures, and I will end up with only 1.85% if I withdraw before 2 years (as is likely)
Or would I be better off getting the Halifax ISA which is fixed at 2% for 18 months? I would be able to transfer my old ISA in and I would be more likely to get the full interest amount.
Or are there any better alternatives for either instant-access or fixed 1year or 18 month ISAs?
Sorry for asking so many questions but I'm just getting a bit bogged down with all of the various options.

You get a lot more interest for your £5,940 in some current accounts. And probably even for the full £15K.0
