There are no hard and fast rules about what can and can't be parked on a private drive. And drives generally are private property.
If it's a rented property, particularly rented from the local authority or a housing association, it could be a different matter: the tenancy agreement may have something about not running a business from home, or parking 'trade' vehicles on the drive.
But the first step is surely to speak to the neighbour and politely ask him not to use a drive which is not his own, because who knows when Dad may have a visitor who'd like to park there?
