That's good as it goes completely against what the BPA have responded with:

"As the letter you have provided is not the NTK we cannot advise if it is outside of the required timescale. The letter provided however is compliant with the processing of a parking charge notice when an operator has not had a response from the motorist (after a Notice to Keeper has been sent).

....as you have never had an NTK. All PPS do is pass the charge onto CCS to recover who send you a letter with PPS's logo at the top so that it looks like they sent it!

Keep complaining to the BPA. Especially after you no doubt receive a reply from PPS saying you cannot appeal to POPLA as it is for driver only and within 28 days off the windscreen ticket - rubbish!

    Yes, exactly like that.

Yes, sent a copy to 797 London Road - so guess I just have to wait now.

    Thanks for your response.

You should NOT be waiting to see. You must complain to the BPA again to get a POPLA code forced out of this lot. Wilberine did what you are attempting to do but by complaining to the BPA until he got a POPLA code, not waiting for the next threatogram. Reply to their email and tell the BPA that your complaint then is that neither PPS nor their agent served a Notice to Keeper at all and you still require a POPLA code as you appealed in good faith as soon as you received a letter.

BTW if this was Hull Dock, someone just lost a POPLA appeal as PPS are playing with the figures they show to be a 'GPEOL'. Luckily she was neither the driver or the keeper and PPS never asked and nor did POPLA so it's all very silly. They have been informed that they have erred and she's not liable!

I am writing a POPLA appeal for Wilberine so do copy his version if your ticket was also Hull Dock drivel about tickets flying off the windscreen (PPS are really milking it at that site, almost as predatory as when they used to clamp people's cars).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
