excal parking ticket 2014

:wave:This weekend, my friend drove my car (I was in it) parking in an Excel private car park, without the free ticket which should have been obtained from the machine but which the machine would not deliver. On return to the car we found a ticket which quoted the code 94.
I've just read some old threads both here and other websites where the advice was to ignore them completely. That Excels contract is with the registered keeper rather than the driver and if I refuse to give her name there is nothing Excel can do apart from threats. That in reality, they have no legal right to issue the fines anyway? and they don't have the legal authority to collect monies as only police and council have this power. I feel confused and frustrated . :wall:
However, a more recent thread here stated rules have now changed, that i can still refuse to give my friends details but musn't ignore the fine ticket. Please help. Thanks

Was it just the one thread? You must have missed the other 3 zillion!
You need to deal with this calmly, and the place to start is with the NEWBIES thread at the top of the forum index. Do read through that and come back to us afterwards if there is anything you don't understand.
Oh, and by the way this is no FINE! What you've received is a speculative invoice, but one that shouldn't be ignored, but with the right course of action (NEWBIES thread) can be quite easily seen off. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Don't read old threads then as the advice is out of date.
Follow the advice of Umkomaas and all will be well.0 -

 Welcome to the parking forum board.
Please do start at square one and don't pass 'go' until you've read the 'PRIVATE PARKING TICKET? NEWBIES PLEASE READ THIS FIRST!' thread at the top, which you may have seen already but which gives you your first appeal wording (doesn't matter about the circumstances). It also tells you about the acronyms like 'no GPEOL':
