parking ticket/disabled

Hi, there i'm new to this so I apologise in advance for any gaffs,
I have received a PCN through the post stating that the driver of vehicle***** has overstayed the 1hour 30 min on an aldi car park which used to have a 2 hour limit (about a couple of years ago) the company is parking eye and uses ANPR system. the driver who is disabled was unable to park in a disabled bay as they were all taken, but because there were a number of empty normal spaces the driver chose to park where there were at least 2 empty spaces to their right enabling them to open their door wide to get out. The driver does not dispute that the time was over 1 hour 30 mins but does object to the fact that due to their disability and inability to shop as fast as an able bodied person they are being discriminated against, I have found another parking eye sign from a different aldi (dont know the locality though) on the internet which states that if the shopper presents their blue badge to a member of staff and has their info added to their system it will allow them to park for double the time limit, this hardly seems fair, is it some kind of postcode lottery?
the amount they are after is £70 or £40 if paid within 14 days of the issued date (15/5/14) the amount seems disproportunately high as the car park is free for the first hour and 30mins and because it was late afternoon (arrived at 15.52 left at 17.47) there were many other spaces empty too. in your opinion do they stand any chance of a successful appeal based on this information? I would be grateful for any help in this matter. just to clarify I have spent the best part of a week studying the threads already posted but cannot find anything that matches this situation.

    I agree with everything Richie f-t-b says, including being amazed at how anyone could spend that amount of time in Aldi.

    this is a private parking ticket and the EA 2010 covers this person , not the blue badge (a blue badge is not valid on private land , but the EA 2010 is)

    Why would you have to spend so much time in Aldi? Many Aldi car parks have conditions that allow people to park in them to use other shops. Of course Aldi don't always honour this planning condition, or try and change it.

    get in touch with aldi, if they don't call off parking eye, then take action against aldi for discrimination under the equality act.

    Why does it matter how much time they have spent in the supermarket? Is there some law that says they must complete their shop in 'x' minutes?
