Right to buy after getting a nosp a few years ago?

When looking at right to buy it says you can't if you have a notice of seeking possession from the council.
I have searched high and low online and can't find any more detailed information on this.
Have called the council but no one is there with info for 2 weeks as the person is on holiday.
Does anyone have any information on this? I was given a notice of seeking possession order a few years ago. It was not acted upon after agreeing a re payment it was already paid off on the Saturday when notice given on the Monday as monies wouldn't of cleared to them yet.
The letter says the notice lasts 12 months so is it done and doesn't affect right to buy after the 12 months or is it generally for life of the tenancy we can't do the right to buy?
As the information doesn't expand other than saying if you've got one you can't I'm unsure and we are desperate to change our situation but if no right to buy we couldn't afford to get out of where we are.

The NOSP will have detailed the grounds on which it was served. If those grounds have been addressed (ie if issued for rent arrears and your rent account is now clear) the notice is no longer an issue and wouldn't effect any RTB application.0

Don't know the answer on notice, but how would right to buy "get you out of where you are"?0

After the notice the debt was clear anyway and I did get another letter regarding it about 3-4 months later as we got in arrears again but this was because we where applying for housing benefit after other half lost his job and I had called them that day he lost his job advising them we where about 3 weeks ahead with the rent but that no more payments would be made. After getting 2 warning letters I called them to ask what they where doing! All seemed fine no issues. They haven't taken us to court.
I have been looking on line so much and I think not wanting to call them about it incase was bad news! All I've seen online is if you've had a notice seeking possession or court order to leave you can't buy it under right to buy but there is no more detail for example if you've just had a letter no notice to say you actually have to leave.
Is it something you have experience of or know someone to khow that information that it doesn't affect it?
If we can't buy this we will be stuck here as sure we could not be able to leave this house and private rent as we couldn't afford it. And definitely couldn't afford to leave it and buy. At least if we can buy it we would have a huge stepping stone onto the property ladder and we could move on from here which we're keen to do.0 -
If you are looking to move, I'm not sure buying the house you wish to move from is the way forward.0

If you sell a RTB home within 5 years of purchase from the council, you will have to repay some of the discount see :

Why on earth are you contemplating buying a property? From the sounds of things you've had substantial rent arrears, how would you cope with mortgage repayments? You risk the bank taking your home if you don't make repayments in full and on time.
If one or both do you lose your jobs, HB won't cover your mortgage repayments. You will also be responsible for maintenance and repairs to the property.
As others have said, if you want to move in the next 5 years you'd need to pay back the discount.

NOSP is only valid if recently served/rent arrears not repaid.
It's a bit different if it was served because of antisocial behaviour and tenancy was changed to demoted.
If you are having trouble budgeting and have bad credit I would also advise against buying.
If you want to move look into swapping with other council tenants. You can also apply for social housing in the area where you want to live, though as you already are in social housing you will be v. low priority. But it is useful to be on a waiting list just in case, for instance if you are forced to move because of harassment or other issues where you live.
If you don't like it where you live, the chance is that other people won't be that interested in buying there also and it will be hard to sell your flat.0
