Don't just take Wickes word for it. Continue down the appeal path until you get it in writing from the PPC it is all cancelled.

Good potential result in the offing - well done on gathering information from the forum, using it and progressing this so proactively.
Taking up a point you made above:it is probably always worth trying to talk to the shop about it in the first place, whatever your case is. As said before retailers have little interest in these PCNs, they care MOST about their customers and THEIR business not the parking enforce companies.
I would say it's very much a mixed bag, from the response you've had from Wickes at one end of the spectrum to the other end where the likes of Aldi appear not to give a flying fcuk.
Hope things continue to move forward in your case, but it is wise to follow advice above, to be ready to go through the formal appeals' procedures if necessary.Please note, we are not a legal advice forum. A good result but one has to ask whether VCS would have run this to court this side of the next millenium given Ms Coates and Simon Renshaw-Smith's experience at the hands of Judge McIlwaine at Scun.thorpe given the little escapade involving Mr Ibbotson at Wickes.
In that case, VCS were surgically dismantled by the judge when he discovered that their attendant (he who issued the PCN) had made no effort to call Mr Ibbotson back to his van when he was heading offsite and thereby mitigate VCS's alleged losses.
The "toothbrush" moment must still haunt Europa Court.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

OK so the story continues with some not-so-good news.
Following the suggestions I chased up 3 weeks after I spoke to the Wickes shop manager who said to contact VCS to cancel the ticket for me. I wrote to VCS by email asking for written confirmation, without giving away my exact identity or address.
There was no prompt reply and it took them until today to send me a letter in the post (I suppose they got it from DVLA), which basically says 'we received your correspondence back then (the email explaining that Wickes manager should have contacted them about the ticket and asking if the ticket was cancelled) and we noticed you mention your were customer to Wickes on the day. we need to see the receipt as evidence and will consider the appeal further then'. And that whether I have the receipt or not I should reply by a certain date.
So it looks like that either the Wickes manager did not contact VCS or that VCS just chooses to ignore. It looks like the fight will continue as the driver and passengers did not buy things nor did they have receipts.
My plan is to speak to the Wickes manager again about this letter and see what he says. If he is positive, I'd ask if he could back us up with something in writing. But either way, I surely will not give in without a fight.

I think it's time to cut to the chase. Ask VCS to either cancel the ticket, or to reject and provide you (as per the BPA Code of Practice) immediately with a POPLA verification code, where it will cost them £27 for POPLA to cancel the charge instead.
Plenty of forum-developed winning POPLA appeals to copy and paste (with slight adaptation to suit your specific circumstances) and then submit for success.Please note, we are not a legal advice forum. Thank you Umko. But I still haven't received an NTK as the keeper of the car - this just reminds me that, today is the 55th day after the issuance of the windscreen PCN. I read that I should get an NTK between 28 and 56 days after PCN. I don't know if a delayed NTK - if it ever arrives in post - means anything at all?I think it's time to cut to the chase. Could arrive tomorrow, but if not, you would like to think that missing essential deadlines (as per PoFA 2012 - the Law of the Land) would be an issue over-riding all else. But POPLA conveniently swerve it and judges have yet to be persuaded by it.
No worries, once you get your POPLA code, GPEOL will win for you. If you hear nothing else, so be it, although somewhat less final than a win at POPLA.Please note, we are not a legal advice forum.
