Hi , I too am in a similar situation and need help !
Meadowhell, blue badge, expired due to council back-log. But I wasnt driving. Dont know who was driving. My daughter was in respite and my wife and I away. Any number of carers could have been driving. I am the vehicle owner so I got the ticket. I tried to tell the company but will not converse with 3rd party, Data Protection Act. So I ignored all reminders and now received a Debt Collectors Letter from Newlyn, for £149. Please can anyone help, what shall I do ?

My wife and I went shopping to Meadowhall yesterday, she is disabled and we have a Motability vehicle, We parked in a disabled space and as I was placing the Blue Badge on the dashboard my wife had a 'coughing fit' , I put the badge out and rushed around to her, she was fine and we went shopping, On return I was suprised to see a Yellow sticker on our window, it was a PCN from an operative of PCM with a charge of £95.00 or £57.00 if paid within 14 days, The charge was for not displaying the disabled badge properly, I had in my panic to help my wife placed the blue badge wrong side up! Have I any hope of a sympathetic outcome of an appeal or is it better to pay the lesser amount? would things like Meadowhall is a free car park and there was many spaces available, Our Motability vehicle has a tax disc that states it is a disabled vehicle, have any bearing on an appeal. thank you for your time and any advice.
Regards
John

Please create your own threadWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

below is a copy and paste from my reply in the hijacked thread and is as relevant to this new poster as it was to the old one
THE EA 2010 still applies, BB or no BB !a BB isnt relevant on private land (no authority)- neither is the tax disk either ; but the EA 2010 is what is actually relevant
you can easily appeal this and win if you read the newbies sticky thread at the top of this forum and follow the advice
you should also complain directly to the meadowhall service manager as there have been many similar cases
have a read of this https://forums.moneysavingexpert.com/discussion/4889645
so as you can see their parking company still hasnt "got it" despite their recent assurances to several members here
so complain , loudly , but appeal as well
ps:- an older one but still relevant , although its no longer popla for appeals https://forums.moneysavingexpert.com/discussion/4652641
or this older one https://forums.moneysavingexpert.com/discussion/4733390
gone to the IPC now https://forums.moneysavingexpert.com/discussion/4954485
thread reported for splitting to the board guide too0 -

So what happened when you complained to Meadowhall then, as you would?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is this one of the new ipc tickets? Can I please have a copy? Very interested. I notice the signage has not changed and still claims for a breach.

Just reread this is at debt collectors. Probably the older BPA tickets. First step would be to complain to meadowhall. In writing and paste it all over their Facebook wall... It is getting beyond a joke at this place. We’ve had to remove your signature because your opinion differs from ours. Read this thread, this is the person who just had a meeting with the Meadowhall landowner about this discriminatory scam & they apologised:

Like that person, I would complain to David Tudor-Morgan, Director British Land Real Estate Limited unless trubster wants to pm you some other email addresses!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The most annoying thing about this lot is the fact they have a quick glance, and once they see a car without a BB they look like a kid opening a present on christmas day... dreadful behaviour.
