Ah i see what i have done now. On the 6.28 form i have the maintenance and payments down as £296, being made up of £196 maintenance and £100 for payment towards a debt. Should i remove the £100 debt from there?

No its not CSA debt, always made sure i have paid my way for my children.

The council tax arrears would fall into your bankruptcy

So remove that and add in the other stuff and post your revised SOA

The SOA should be based on what you need to live a reasonable life, so where you may of scrimped and scrapped previously you can relax on that and put down a more reasonable figure.

£25 per month for clothes for 3 people? that should be closer to £75 at £25 per person.
Contents insurance is another £10 per month.

My partner has her money and she uses this for her and her daughters hair cuts, i shave my own head as i am unfortunately follically challenged

I am trying to base this as me and my two children, excluding my partner and her daughter. My children are with me every other weekend and holidays. My partner does not work and does not receive any form of JSA or ESA only child tax, child benefit and maintenance.
I am not responsible for the insurance or the school trips nor school dinners. How much would the OR check?

They don't really dig into whether thats what you are actually spending or not unless you are claiming an excessive amount. Take for example you put down £400 for Gas & Electric, you'd be asked to supply a bill to prove it. But if you are putting down reasonable figures that are in their guidelines, it should be fine.
Don't sell yourself short, so you shave your own head.. Do it with razor blades? those aren't free! so you could claim £10 to cover the cost of razor blades (even if you used an electric shaver!).
Put down what it costs for your household to run, the tax credits will be based on your income and should have your name on the award notice so they have some claim to that.
The SOA isn't about trying to screw anyone over, it's about giving you and your family a reasonable life. Whatever is then left after that and providing it's more than £20 will go into an IPA.0
