That's a stuck-open throttle though, which is nothing like a diesel runaway.

if its that simple as a stuck open throttle then why is it running with no plug leads and ignition off! granted its not a turbo diesel runaway, but is the petrol equivalent.

Dieseling maybe? It looks old enough to have a carburettor so that might be whats happening.
