Just happened across this thread after a search for the text in the document I have received. Mine is Version: 1.8_VCS__Manual_POPLA which relates to PCNs stuck on the windscreen. Would you like a copy of this emailing or are you just looking for pre version 1.8?

I don't have the info you are looking for but I may well get it if VCS finally send me a POPLA code. I have complained to the BPA , they have issued a complaint number and claim to be investigating the issues raised.However, I do have a VCS proposal document given to my employer which details the costs of the contract, and interesting facts such as the patrols are FOC. The document states that,"this is our standard contract". The total cost to my employer to set it up is £125.
The car park they want to monitor is not private its council owned. I intend to inform the council, I don't know for sure but fleecing the public on publicly owned land by a private company must be illegal.
I will happily forward this document with out the name of my company on, and preferably to an address that's private. I can't afford to risk identification of location etc.
Given my luck I will probably be the one to get my appeal rejected by POPLA on the new gpel0
